PEMERINTAH Indonesia memberikan fasilitas bebas visa kunjungan kepada semua delegasi Konferensi Tingkat Tinggi (KTT) G20 dan para jurnalis asing yang meliput kegiatan tersebut di Bali pada 15-16 November 2022 mendatang.
Hal itu tertuang dalam surat keputusan Nomor: IMI-GR.01.01.0738 yang dikeluarkan pada 20 Oktober 2022 dan ditandatangani oleh Pelaksana Tugas Direktur Jenderal Imigrasi, Kementerian Hukum dan Hak Asasi Manusia, Widodo Ekatjahjana.
Surat keputusan tersebut ditujukan kepada Kepala Kantor Imigrasi Kelas 1 Khusus TPI Soekarno-Hatta dan Kepala Kantor Imigrasi Kelas 1 Khusus TPI Ngurah Rai, Bali.
Pada Poin 2 huruf a surat keputusan itu disebutkan bahwa para delegasi dan jurnalis asing Presidensi G20 Indonesia 2022 dibebaskan dari kewajiban memiliki visa sebagaimana diatur dalam Pasal 23 Permenkumham Nomor 44 Tahun 2015 tentang Tata Cara Pemeriksaan Masuk dan Keluar Wilayah Indonesia di Tempat pemeriksaan Imigrasi terhadap Orang Asing.
Untuk itu, delegasi dan jurnalis asing untuk KTT G20 ini harus memenuhi sejumlah syarat yaitu memiliki paspor kebangsaan yang meliputi Paspor Diplomatik, Paspor Dinas atau Paspor Biasa/Paspor Umum yang sah dan masih berlaku paling singkat enam bulan.
Para delegasi dan jurnalis asing itu juga memiliki tiket kembali atau tiket terusan untuk melanjutkan perjalanan ke negara lain, memiliki bukti pendaftaran/registrasi atau invitation letter delegasi atau jurnalis asing Presidensi G20 Indonesia 2022. Selain itu para delegasi dan jurnalis asing itu sudah tiba di wilayah Indonesia melalui TPI Soekarno-Hatta atau TPI Ngurah Rai pada tanggal 1 sampai 18 November 2022.
“Pemeriksaan keimigrasian sebagaimana dimaksud pada angka 3 wajib dilaporkan kepada Direktur Jenderal Imigrasi u.p. Direktur Lalu Lintas Keimigrasian pada kesempatan pertama,” demikian bunyi poin 2 huruf c surat tersebut.
Keputusan Direktorat Jenderal Imigrasi Kementerian Hukum dan HAM ini diambil menyusul surat dari Menteri Koordinator Bidang Kemaritiman dan Investasi (Menko Marves) Republik Indonesia Luhut Binsar Pandjaitan Nomor B-4805/MENKO/MARVES/RT.01.01/X/2022, tertanggal 19 Oktober 2022 perihal Pembebasan Visa untuk Delegasi G20 dan Jurnalis yang ditujukan kepada Menteri Hukum dan Hak Asasi Manusia.
Hasil Rapat Koordinasi Persiapan Penyelenggaraan KTT G20 Indonesia tanggal 4 Oktober 2022 yang dipimpin Menteri Koordinator Bidang Kemaritiman dan Investasi, disepakati untuk memberikan fasilitas bebas visa kunjungan bagi delegasi G20 dan jurnalis.
Plt Dirjen Imigrasi Widodo Ekatjahjana menindaklanjuti kebijakan tersebut dengan cepat karena Direktorat Jenderal Imigrasi mendukung penuh Konferensi Tingkat Tinggi Presidensi G20 Indonesia 2022 yang dilaksanakan pada tanggal 15-16 November 2022. Dia meminta seluruh stafnya untuk bekerja cepat, profesional, dan akuntabel.
