PROVINSI (Pemprov) Lampung kembali memperorehkan prestasi gemilang, kali ini mendapatkan penghargaan BKN Award Juara Satu Pemerintah Provinsi Tipe Besar dalam kategori Penerapan Pemanfaatan Data Sistem Informasi dan Computer Assisted Test (CAT).
Penyerahan penghargaan BKN award yang sudah diumumkan pada saat Rakornas Kepegawaian tanggal 21 juli 2022 tersebut diseràhkan pada acara sosialisasi netralitas ASN se-wilayah kerja kantor regional V BKN di Hotel Aston Jakarta, Senin (26/9).
Penghargaan diserahkan oleh Plt. Kepala BKN Bima Haria Wibisana dan diterima oleh Sekdaprov Fahrizal Darminto mewakili Gubernur Lampung.
Fahrizal Darminto menjelaskan bahwa Pemenang BKN Award Tahun 2022 telah diumumkan dalam forum evaluasi pengelolaan manajemen kepegawaian se-Indonesia.
Penghargaan tersebut, lanjutnya, diberikan bagi Instansi Pemerintah yang dinilai telah berhasil melaksanakan penyelenggaraan manajemen ASN di lingkupnya masing-masing.Mulai dari aspek pengadaan, proses bisnis kepegawaian, manajemen kinerja, penerapan Norma Standar Prosedur dan Kriteria (NSPK), sampai dengan pemanfaatan layanan digital ASN.
Untuk kategori Instansi Pemerintah yang dinilai, meliputi Instansi Pusat, yakni terdiri dari Kementerian dan Lembaga Negara/Lembaga Pemerintah Non-Kementerian (LPNK); dan Instansi Daerah yang terdiri dari Pemerintah Provinsi, Pemerintah Kabupaten, serta Pemerintah Kota.
Penilaian BKN Award 2022 dibagi menjadi 3 (tiga) kategori; Pertama, kategori utama berupa Implementasi Manajemen ASN Terbaik; Kedua, kategori elemen implementasi manajemen ASN dan pemanfaatan sistem informasi yang mencakup Perencanaan Kebutuhan dan Mutasi Kepegawaian; Penilaian Kompetensi; Implementasi Penerapan Manajemen Kinerja; Penerapan Pemanfaatan Data – Sistem Informasi dan CAT; Ketiga, kategori special mention yakni Pilot Project SIASN; dan Komitmen Peningkatan Pelayanan Kepegawaian BKN.
“Pemerintah Provinsi Lampung mendapatkan penghargaan BKN Award Juara 1 (satu) Pemerintah Provinsi Tipe Besar dalam kategori Penerapan Pemanfaatan Data Sistem Informasi dan CAT, ” ujarnya.
Selanjutnya Fahrizal Darminto menjelaskan, Penghargaan BKN Award diperoleh karena beberapa hal, yaitu BKD Provinsi Lampung secara rutin melakukan proses updating data serfa melakukan rekonsiliasi data secara berkala ke dalam aplikasi SAPK BKN.
Kemudian Proses Administrasi Layanan Kepegawaian di BKN (Kenaikan Pangkat, Pensiun, Pelekatan Gelar, Karis/Karsu dan Karpeg) telah menggunakan aplikasi layanan kepegawaian berbasis elektronik yang dimiliki oleh BKN.
Sementara itu plt. Kepala BKD Provinsi Lampung, Meiry Harika Sari,S.STP., M.M, menambahkan bahwa Pemprov Lampung telah membangun Database Kepegawaian yaitu SIMPEDU (Sistem Informasi Manajemen Kepegawaian Terpadu) yang terintegrasi dengan beberapa aplikasi lain milik Pemerintah Provinsi Lampung diantaranya: SAPKT (Sistem Administrasi Pelayanan Kepegawaian Terpadu); SIKAP e-KINERJA; SIMANJA (Sistem Informasi Manajemen Jabatan); E-SUGHAT.
“BKD Provinsi Lampung juga telah menggunakan Aplikasi CAT BKN untuk proses seleksi peneriman calon ASN, Ujian Dinas, Ujian Penyesuaian Kenaikan Pangkat, Uji Kompetensi Jabatan Fungsional serta Pemetaan Jabatan Pelaksana, ” tutupnya.(*ls/Lam/Ded)
